Comprehensive Plan Meeting
March 28, 2019

Shaun Logue brought the meeting to order.  The meeting minutes from February 28, 2019 were approved as presented.   New member Shannon Zabelny was introduced to the committee; she is a Village of Hilton Trustee and was previously an alternate. 
The public meeting will be held on Thursday, June 27 at 7 p.m. at the Hilton Fire Department. 
The group discussed the Public Participation Plan. Shaun explained the plan aims to:

• Identify key project participants and groups to be engaged as part of the process.
• Establish the framework for public outreach to occur throughout the comprehensive planning process.
• Integrate early outreach to stakeholders to serve as the foundation for public engagement;
• Identify preliminary issues and opportunities within the community;
• Establish the goals and objectives of outreach, informed through stakeholder interviews;
• Identify appropriate levels and methods of public engagement; and
• Articulate an outreach strategy according to the project schedule that is calibrated to the Village of Hilton's community dynamics.

At the last meeting each member was charged with providing five photographs depicting community areas that are aesthetically pleasing, or not attractive.  Each member spoke about each photo and explained why they liked it or disliked it.   There were many photos taken of nature, especially places to gather; parks and creeks.  
The importance of having thriving businesses and making Hilton a destination by having shops to draw people to Main Street was discussed. It was noted that Canning Street is well done.  
The theme from this exercise included streetscape, urban design, business friendly, vacancy, lighted walk, infrastructure, services.  Property maintenance, flooding, parks and open space, events to gather, family oriented, playgrounds, shopping and dining and the sense of tradition and community. 
A community wide survey will be conducted in June.  Shaun is seeking two questions from each committee member to be included.  Shaun will provide a sample of surveys done by other communities.    
 
The next meeting will be Thursday, May 2nd at 5:30 p.m.
