Village of Hilton Comprehensive Plan Meeting July 25, 2019 Present: Shaun Logue, Shari Pearce, Joe Lee, Murray Weaver, Pat Holenbeck, Linda Viney, Judy DePalma, Shannon Zabelny, Alexandra Bennett, Jeff Koch, Mike McHenry, Jamie Attoma Absent: Mike Lissow, Peter Miles, Dan Kubit, Harry Reiter, Olivia Mallon Shaun Logue brought the meeting to order. The meeting minutes from June 27, 2019 were approved. The next public meeting will be held on Thursday, September 26th at 7 p.m. at the Hilton Fire Department. Shaun went over the survey results with the steering committee. He will be generating a final report within the month to be displayed on the website. In total, there were 266 surveys received, which was over 10% response rate. Shaun reviewed the next steps for the committee, which includes a homework assignment to review the survey results/comments before the next meeting, which will include a visioning session. Village of Hilton Comprehensive Plan Meeting May 30, 2019 Present: Shaun Logue, Shari Pearce, Mayor Joe Lee, Mike Lissow, Murray Weaver, Linda Viney, Judy DePalma, Trustee Shannon Zabelny, Jamie Attoma, Harry Reiter, Peter Miles, Jeff Koch Absent: Amy Harter, Mike McHenry, Olivia Mallon, Alexandra Bennett, Dan Kubit, Pat Holenbeck Shaun Logue brought the meeting to order. The meeting minutes from May 9, 2019 were approved. The public meeting will be held on Thursday, June 27th at 7 p.m. at the Hilton Fire Department. Shaun updated the committee on the format for the meeting. Shaun will provide an overview of the project and then the public will break out into three different workshops similar to the breakout sessions on the first night of the steering committee meeting. Branding: Shaun presented different style logos to the group. None of the logos presented were selected. There was much discussion on what type of logo the committee wanted. It was determined that Shaun would present three different styles via-email for the group to vote on. Surveys: The committee went through the proposed survey in detail. There were many suggestions made by the team; Shaun will make those alterations and email the final survey to the team. Flyers: A flyer will be created and mailed to each Village of Hilton resident by mid-June. The flyers will also be distributed to many Hilton businesses and government offices. The flyer will contain information on the public informational meeting and how to access the survey. The survey can be taken online or picked up at a business and returned to the Village Office. The flyer will also be emailed to the team within the next week for approval. Village of Hilton Comprehensive Plan Meeting May 9, 2019 Present: Shaun Logue, Shari Pearce, Joe Lee, Amy Harter, Murray Weaver, Linda Viney, Judy DePalma, Shannon Zabelny, Olivia Mallon Absent: Mike Lissow, Mike McHenry, Jamie Attoma, Alexandra Bennett, Jeff Koch, Peter Miles, Dan Kubit, Harry Reiter, Pat Holenbeck Shaun Logue brought the meeting to order. The meeting minutes from March 28, 2019 were approved. The public meeting will be held on Thursday, June 27th at 7 p.m. at the Hilton Fire Department. The group discussed different ideas for distributing the community wide survey. There were several suggestions to reach each demographic. Residents will be able to complete the survey either on paper or electronically. There will be many methods that will be utilized; including a link from Facebook on the Village of Hilton and the Hilton/Parma Virtual Neighborhood Watch pages, a mailing to all Village residents, and paper surveys that will be available in many businesses within the Village. Survey questions submitted by each member to Shaun has reviewed them and will email the list to the team for review at the next meeting scheduled for Thursday, May 30th at 5:30 p.m. A sample of survey questions was reviewed by the team. It was noted the survey may be a bit too lengthy. Branding: Shaun displayed a few options of logos to be used on the survey. The board agreed to allow MRB to provide a modern logo using an apple. The meeting minutes from February 28, 2019 were approved as presented. New member Shannon Zabelny was introduced to the committee; she is a Village of Hilton Trustee and was previously an alternate. The importance of having thriving businesses and making Hilton a destination by having shops to draw people to Main Street was discussed. It was noted that Canning Street is well done. The theme from this exercise included streetscape, urban design, business friendly, vacancy, lighted walk, infrastructure, services. Property maintenance, flooding, parks and open space, events to gather, family oriented, playgrounds, shopping and dining and the sense of tradition and community. A community wide survey will be conducted in June. Shaun is seeking two questions from each committee member to be included. Shaun will provide a sample of surveys done by other communities. News Release from the Village of Hilton, comprehensive plan to beginJanuary 31, 2019 Village of Hilton, New York – Mayor Joseph M. Lee is pleased to announce the kickoff of the Village of Hilton’s development of a new Comprehensive Plan for the community. The Village Board of Trustees has launched this effort in response to feedback from Village residents and key stakeholders, who suggested the evaluation of opportunities related to land use and other key elements of Village life. “Maintaining the Village’s community character is of utmost importance,” said Mayor Joseph M. Lee. The Comprehensive Plan will be drafted by a Steering Committee made up of volunteers, and facilitated by the Village’s Engineer, MRB Group, a Rochester based multi‐disciplinary Engineering, Architecture and Planning firm. Village Manager/Clerk, Shari Pearce will serve as the Steering Committee’s liaison to the Board of Trustees. When completed, the Plan will establish a long‐term vision, a set of goals, and new strategies and actions that can be implemented over time to ensure that Hilton remains a quality community. The Plan will address a wide variety of topics including infrastructure and economic development, smart growth and sustainability, recreation, and the environment, and housing. The Comprehensive Plan is the Village’s blueprint for future policy changes and reflects the community’s collective vision and will provide direction for future development of the community. “People who live in Hilton love Hilton,” said Shari Pearce. Village officials, land owners and business developers will utilize the Comprehensive Plan as a guide as they make decisions about development of the Village. The new Comprehensive Plan will replace the current Comprehensive Plan, completed in the late 1970’s. The goal of the planning effort is to define a new community vision and set policies to enhance the overall quality of life for the community. As part of the planning process, MRB Group will be launching an interactive Comprehensive Plan webpage that will provide detailed information on the planning process and will afford the community the opportunity to voice their thoughts and opinions through a detailed survey. The planning process is underway, and is expected to run through the end of 2020. The Village Board hopes that all residents, businesses, and landowners in Hilton will participate in the planning process to help shape the future of the community and make it better than ever.
