Comprehensive Plan Meeting
February 28, 2019

Shaun Logue introduced himself to the group and explained MRB’s position and the purpose of the meeting. Shaun also introduced Matt Horn the Director of Municipal Services for MRB Group.

A PowerPoint presentation was shown to the group which explained the fundamentals of the plan and why it is so important for future planning and growth.      A Comprehensive Plan is a guiding document for a community long-term decisions on issues including land-use, capital investment, operational changes, and other issues that will drive a community’s future. The current plan, adopted on March 7, 1977, offered a range of recommendations for housing, transportation improvements, community facilities, and the revitalization of the Village Business District.
When completed, the Comprehensive Plan will establish a long-term vision, a set of goals, and strategies and actions that can be implemented over time to ensure that Hilton retains its community character. The Plan will address a wide variety of topics including infrastructure, economic development, smart growth and sustainability, recreation, and the environment, housing, and the Village Business District.

Website:   Matt explained the Village of Hilton website has been updated to include a tab with the Comprehensive Plan, and a link called that takes the user to another website named "EnvisionHilton2030" . This link includes committee contact information as well as a place for the public to email the committee with the comments that will be shared at an upcoming meeting. Surveys will be added to the website for public input also. The Village's Facebook page will be utilized to pass along information that will found on the website. It was agreed that social media is necessary to draw as much attention as possible.

Meeting dates will be held the fourth Thursday of the month at 5:30 p.m. and will be limited to a 90 minute or less session. It is understood that not everyone is going to attend each meeting but attendance is important, if you cannot make a meeting please call the office prior.

The team broke into three groups and were given an aerial map of Hilton. Each group was asked to select areas that are appealing and areas that need improvement. A member of each group spoke about why they felt the regions or buildings were "good or bad".   Collectively, each group saw the most potential in the park areas or green spaces including the creek.

Homework:   Each member was asked to submit five photos of their favorite areas in any location.   They can be of a building, intersection, street, waterway etc. If you prefer, you may select pictures of something that is unfavorable.   Be prepared to discuss them. The next meeting will be Thursday, March 28 at 5:30 p.m.
